I need help finding an old Naval quote. Details inside.

I am trying to find a specific Naval quote or speech. It was in a thread forever ago and I have been trying to find it for an hour, tried google and everything.

The quote is from a naval commander, who's position is outnumbered/surrounded by (a large amount) of Japanese (maybe) destroyers, and he basically tells his men they are surrounded and are going to die, but that they will fight and hold off as long as they can.

I am sorry if I posted this in the wrong place. I figured a history buff may be able to help me.

How was the recruitment in the Napoleonic Wars?

I know that before French Revolution, the battles fought in Europe were small (example 20,000 strong against the same force) comparated to the Napoleonic Wars (for example 72,000 french vs 85,000 allied forces in the Battle of Austerlitz) where we have a lot more of levies in every army and I'd like to know how was the process of recruitment.

I remember that the Austrian Empire always went against France like they have a lot of men supply for wars. Thank you.

What drove the creation of "promenades" in European cities?

One of the most notable features of most major European cities are what I call "promenades", the large, monumental streets with a heavy pedestrian component, often between two major monuments with many others in between. The most famous ones would be something like the Champs-Élysées in Paris and the Via Cavour in Rome, but also Istiklal Caddesi in Istanbul and Odós Stadíou in Athens. There is clearly an element of intercity competition in the creation of these streets, but what drove it to create this particular form?

My other questions would be whether this was part of the same tendency towards the creation of pedestrian spaces, often along rivers, such as along the banks of the Seine in Paris and Thames in London? Also, what sort of activity (commercial, ceremonial, etc) would be taking place along them when they were created, and to what extent were they created with that activity in mind?

eta - I guess I'm looking more at an airplane view of history. I'm much more knowledgeable about the 20th century, and there's a narrative thread that explains how actions relate to each other (or don't, as in randomness, luck, or independent actors). I don't quite understand the narrative sweep that resulted from the fall of the Roman Empire and ended at the Renaissance.

Is the lack of structure in the historical narrative reflective of the lack of structure in society? Did the presence of Goth/Viking/Hun-esque prevent a societal structure? What (and who) were the actors that pushed the growth/disappearance of societies and their institutions? Was there a person or event that led to the change of this lack of structure and fostered the Renaissance and the push towards the nation-state?

Resources regarding Prussian virtues?

Having read the Iron Kingdom, The Rise and Downfall of Prussia by Christopher Clark I've taken quite an interest in Prussian culture and civil life (my surname is Winterfeldt and my family immigrated to the States from Prussia- this is a personal interest).

I have however had the worst time finding any sources, original or otherwise, regarding these virtues. With Prussia so associated with notions of discipline, thrift, and toughness (among many others) I'm frustrated with the apparent lack of anything that really addresses these values such as a Prussian ethics book or perhaps a work on how men are to conduct themselves (or something akin to an officer's manual?).

I'd really appreciate some direction and help in this regard- please and thanks!
