It seems like such a narrow and arbitrary thing to become a constitutional amendment instead of a standard law, why was it put in the constitution?

Since the Treaty of Westphalia was created in 1648 and France was a signatory to it, I am hoping that Napoleon knew this but didn't bother respecting it and conquered nations anyway.

Backstory: I will be hosting a pirates vs ninjas party this month and we want to be as historically accurate as possible (while also having fun). Simple googling shows that most pirates drank Grog, (some sort of rum water mixture) but I want to be sure that is accurate. As for the ninjas I found nothing and am unsure if there are any sources that claim what they drank. All I can think of is Sake or shōchū but if there is a more accurate answer that would be great.
